they're starting with actually boehner and obama came quite close that summer. so they're starting with a lot of work done. it's one of the reasons why i think there's a chance -- there's a cause for hope that this can get done relatively quickly. they've had a lot of pieces of paper with a lot of numbers on them that got them close. chris is right, the president will feel like he'll have a stronger mandate in a stronger position and i also think they really -- think about the president he thinks of himself in historic terms. he already can see if he can get this done, and get it done whether by the end of the year or gets -- if you kick the can down the road into the early part of next year but you can get the big grand bargain down, man that will tee up a very stable, really great basis to work on for the rest of the second term and put another huge trophy up in his mantle. so tet there next to health care reform putting the nation's fiscal house in order for the next several generations is a big accomplishment. there's a lot of optimism about that in chicago

what struck me yesterday with john boehner he was saying as we approach the fiscal cliff, boehner was saying yesterday that the bottom line for republicans after this election is the same as it's been for 22 years. that is, that any kind of income tax hike, especially for the wealthy, is off the table for them. do you have a sense of what the white house is thinking is on the table? we approach january 1st. is it that they are really eager mainly to strike a grand bargain they can sell as a major bipartisan achievement? is the idea of fighting past january 1st if necessary to get rid of the bush tax cuts for the wealthy americans more of a priority for them? >> no. i think they want a deal if they can get it. you're right to listen closely to john boehner, because what he had is he'll accept some revenues in the context of tax reform, a big, wonderful, fuzzy nebulous idea. what he won't expect initially is a change in the rates. of course, that's what it's about. it's about the rates for the highest income earners. and that's where john boehner is refusing to start out in the negotiat

having said that, john boehner, speaker boehner, has shown his willingness to work out an agreement here. that can be done by affecting deductions, loopholes that would include those in the upper brackets so that the president could get the revenue that he says he is looking for, but it would be done in a way that tax rates are not increased. therefore, we believe that would not slow economic growth. i think there's enough on the table if both sides want an agreement, i think john boehner has put enough on the table that an agreement can be reached, and as far as republicans getting clocked in the last election, the fact is we still have a very large majority in the house of representatives, so it could be said that while president obama won and he did win, the fact is in the congress the american people have returned a republican house of representatives so we also have, if you want to call it a mandate. i don't like to use that terminology, but i think if there's any mandate it's to try to reach common ground, and i think speaker boehner has put enough on the table that a real compromi
